How do I get Automatic Billing in Iceland?

Hi. I have been asking recently how I get Automatic Billing and for some reason, all of my questions get avoided and I am told to use the normal subscribe button or I am told it is a legacy product and nothing more. I am starting an online business in Iceland and my prices will fluctuate. I will need Automatic Billing because of that. Can you please tell me how I get the Automatic Billing product? How do I get access to it? Automatic Billing is the only thing I am interested in. What do I have to sign up for and how do I sign up for it?

Turns out PayPal is getting rid of the Automatic Billing product:

Users are being directed to the Subscriptions product now. Perhaps there’s some way to alter the Subscriptions code to bill amounts that fluctuate that tech support can recommend. If not, you will have to go elsewhere for that particular product/service or use a third party shopping cart with Automatic Billing functionality that integrates with PayPal or have a web developer to code it for you. I am not finding anything that shows a way to alter the code to through a simple search or on the Subscriptions page.
