International transactions "return to merchant"

I sell digital downloads and I've have this website with a prestashop shopping cart for 3 years - starting my 4th year now

 

in December I started having API issues and I wasn't getting ITN when the paypal transaction went through.  It took a couple weeks of phone support with paypal and email support that DID nothing....  My website said it was on paypal to send the instant transaction notification (ITN)  

While on the phone with a nice woman at Paypal, we decided to delete my old API and start fresh.  HAZAAAH!!!!  It fixed my ITN issue....  well but I had a new one! 

 

I sell digital downloads but my website and PayPal I'm betting require a billing address and if it's not a US address, it will not complete the journey to paypal giving my customers the error below.  

 

No one is helping me this time and I'm losing money.  


I'm having trouble getting international transactions to complete using my paypal module for Prestashop

I can send them a paypal invoice and it completes but when they try to use my shopping cart?

it won't let them complete the transaction telling them to return to merchant.

no matter what I ask them, they message me back 3 DAYS later and give me 5 questions that I THEN answer and send all my info again - I wait 3 MORE DAYS to get the SAME 5 questions - that have NOTHING to do with my issue - they tell me I don't have a failed transactions - Well DOH - they NEVER get to the failed part...  only international addresses - I sell digital downloads so it's the billing address it's using.

Going out on a limb here, did you have non-US accounts blocked on your account?

 

Go to Account Settings > Payment Preferences > Block Payments/Update > 

 

If that’s not it, open a tech support ticket:

https://developer.paypal.com/support/

Give them up to 48 hrs to respond. I had to open one recently and they responded within that time. You’ll be messaging back n’ forth on the ticket as well so it’s not real time chat.
