Error with website payments. error code=NO_BUSINESS

I have had a website setup for many years that has been working perfectly taking payments through PayPal. 

Suddenly the payments are failing returning a screen that says Things don't appear to be working at the moment. Please try again later.

The address bar shows 'www.paypal.com/webapps/shoppingcart/error?flowlogging_id=863f644af2aec&code=NO_BUSINESS'

We have not made any changes to the site, code or PayPal settings and a separate area of the site that deals with the renewal payments is still working correctly with the same PayPal address.

I need to get the sorted as I am looking new customers.

Have you had any luck working out what's going on here? I'm having exactly the same problem and can't find any information on it.
