3ds card verification not working

We have been using the simple button checkout on our PRODUCTION website specifically for card and paypal customers for a few months with little or no issues. 

 

I hear today that suddenly customers and staff are not able to get past card verification, receiving messages such as "We're sorry, your bank wasn't able to verify your MASTER_CARD-XXXX at this time. Please try a different card"

 

I tried to put a test order through myself, and checking out with a PayPal account is fine, but using card results in the 3DS window staying white. Checking developer console there are not any obvious errors, and I can see the "helios" 3DS verification webapp has redirected to an error page saying "Things don't appear to be working at the moment. Please try again later." although it is not directly visible anywhere. Closing the popup window leaves the form locked up with a spinning wheel. 

 

Has anyone else experienced anything like this recently? Are there any known issues? I did not find anything on any status pages.

Regarding "Blank pop-up screen with a spinning wheel" issue, PayPal Product Developers are currently working on this issue.
