How can I get a debit card without using a credit card for address verification?

So can you please explain this to me you are saying that I have to get a credit card in order to get a debit card from paypal? What if my bank considers my debit card also a credit card I can use it either or at the stores and other places for debit or credit  So will they let me get paypals debit card with my bank card?

Your debit card may be good enough... you won't know if it qualifies until you add it to your PayPal profile and then apply for the PayPal debit card.
