Paypal has requested additional photo documentation. Where/How to send??

I applied for the Paypal debit card. I have been a Paypal member for 5+ years and have a VERIFIED home address, etc.
However, after applying, I get the NOT APPROVED message indicating I need to provide photo copies of:
- Home Address (even though already verified!)
- SSN
But there is no email address to send the copies to. What do they want, snailmail?? Fax??
The real bummer here is that they say if I don't respond in 14 days, they will RESTRICT my account!! Really? Simply for applying for an optional debit card? Seems I cannot simply say, "Ok, forget it!"
Catch-22: You need to send additional info for an optional service. We aren't going to tell you where/how to send that info, but if you don't within 14 days, we will restrict your existing, verified, in good-order account. Great!
Anyone know how to do this??

Ok, pilot error on this one! I had zoomed in on the screen and did not see the "RESOLVE" buttons on the right hand side of the screen. The how to problem has been resolved.
Am curious what will happen if I am still not approved. My account will be restricted, according to their verbage....

i'm in similar straights, only they are also asking for a utility bill, and i have no bills in my name
also, i don't have a way to send any of it

If you don't have a fax machine, you can scan the documents and upload them via the Resolution Center.
If you don't have a scanner, you could use a digital camera to take a picture and then upload.
If you encounter issues uploading via the Resolution Center, there are several websites online that allow you to fax for free via the internet.
If you don't have a fax machine, a scanner, or a digital camera, many services you already use do have fax machines. For example, my bank will fax documents at my request at no additional fee.
As a last resort, you can often locate "pay per use" printer/scanner/copiers at a number of locations, whether it is a convenience store, grocery store, or print shop.
As for the utility bill, see if you have anything else in your name that has your address. It's always better to send more than less!

I too, would like to know why my account is now on its way to being restricted, just for having applied for an optional card.
I've been using Paypal almost since it was created and have had a Paypal debit card in the past, but now all of a sudden I've got 2 weeks to fax a bunch of papers or I'm shut down? I'm a small internet biz owner, I provided correct information, but am now suddenly issued a threat that my account will be shut down if I don't go out of my way to provide Paypal with papers they've literally never needed before. I don't get it.
My home address is tied to my bank account, which is tied to Paypal.. what is the issue.

Making an application for the PayPal Debit Card requires that PayPal fulfill certain regulatory requirements before allowing either continued use of the account or issuing a card, regardless of any previous history with the account or the account holder.
What is this regulatory requirement? Well, this is what it is. Regrettably, it's not something that is optional for PayPal or for our customers - notice the section that states in the US it is mandatory - or otherwise I'm certain a long time member such as yourself wouldn't be asked to provide this information.

Does paypal aquire a photo ID for every paypay user? or just the users who are applying for a debit card from paypal for the easier access of thier accounts?

PayPal may request identification any time a situation requires them to validate information on an account, such as with an application for the PayPal Debit Card. It is not an initial requirement for membership however - we value your privacy and ask for information only as needed.

The drivers license has the current home address (which can be verified with the paypal address on file). Do I really need to provide additional proof of address?? I do not have a utility bill, nor anything else showing my address. Please reply, thanks.

Yes - you would have to send in your ID and an additional item to provide proof of address.
