Paying Off Higher Interest Rate Purchase

My PayPal account began in 2006 at an interest rate of 19.99%. The interest rate went up (not sure when) to 25.99%. On my statement, it is broken down into purchase amounts before the interest rate hike and after. My question is, how do I pay off the higher interest rate balance before the lower rate? Can I even do that? Gosh, how is that even calculated?
