Hi I have just been looking at a tractor on ebay and the guy is saying I cant see it but he will deliver it and pay pal can hang on to the money until I am happy then I tell them and they will get paid ,but I cant even go and have a look this is all very odd ,do you agree

Yep - odd - probably not a good idea.  Note, if you read through the User Agreement for Buyer Protection this type of purchase is not eligible for reimbursement under PayPal Purchase Protection - so basically, you are assuming the risk.
