This is not currently possible.
Your customer can transfer their Venmo balance to their linked debit card, you could then email a PayPal invoice, and they could pay that invoice with PayPal Guest checkout and their debit card. When you have PayPal Guest checkout enabled, a PayPal account is optional and not necessary to complete the payment.

The solution is not a real solution, but an ugly workaround.
My friend sent me $$ via Venmo, I don't have Venmo. Why should I have to open a Venmo account, when I have a PayPal account. There should be an easy way to receive from Venmo into my PayPal account. This is the age of E-Commerce, automation. If you don't have a solution in place maybe there's a reason. It better be a good one. I only see down side to consumers. Any one want to weight in?
The email notification I got states at the bottom:
