US$ to a US bank account - 2.5% fee, new?

I just went to transfer 10k from my Paypal to a US bank account and usually I would get exactly 10k.

Today I see a $250 charge to do this? What is this 2.5% - is it new?

The 2.5 percent fee for an Australia PayPal account withdrawing USD to a US bank account, started April 5th 2018.
