PayPal will not answer phone

1. Reserved hotel room in Thailand using PayPal, believing this was safer route.
2. Cancelled reservation and hotel reimbursed PayPal immediately.
3. PayPal did not credit the credit card used for the charge, which happened to be my work charge card.
4. Emailed PayPal twice, received response from PayPal that I would need to call them at <removed> to resolve.
5. Finally got them on the phone but they only credited part of the amount.
6. Called and called, finally got another person (Gibson) on the phone 2 weeks ago, and he guaranteed it would be taken care of by day end. Since then nothing has happened and I cannot get PayPal to answer the phone, <removed>. Twice I've waited over 30 minutes, yesterday was 36 minutes, before giving up.
I'm currently on hold yet again, have been waiting 17 minutes and it's 8:43am Eastern Time.
Any idea how to get in touch with them to get this taken care of?

Just a little more info. I've been using PayPal since the beginning of time, 18 years maybe? Have never needed to contact them before.
Is this normal for them? If so, planning to close account.
