The live chat system is not "Contact", so your claim that it is, is disingenuous. That thing said it could transfer my message to a representative when they are available, but did not provide any instructions on how to do this. There is a difference between offering to transfer a message and actually doing so. How can that system transfer a message? Is there a special button to click? Is the offer to transfer the message the same as actually doing it? If yes, then why was there no confirmation that the message was transferred? This website is too vague and extremely confusing. 

 

And down in the Category section (below), it has "PayPal Help Community" and "PayPal Merchant Community." What's the difference? Since the Merchant community lacks the word "Help," does that mean it does not help? You folks make no sense. This is a very poorly designed website.
