How do I create a PayPal Developer account?

How do I create a PayPal Developer account?  All of the documentation I've seen starts off with "Login to your developer account", but I need one created in the first place.   Am I missing something?

Log in your PayPal account, then go to the developer site. Whenever I do that and I don't even do testing, I'm signed in. You'll see your name on the right hand corner of the web page and can access the Developer Dashboard and account settings. Or go to developer site and log in with your PayPal account credentials.
