I just set up an account for a Class Reunion to receive fees and link to bank account. I sent a 1.00 test payment to the Paypal account and .33 cents was taken out as fees. Is this right? That is 33%

If you sent it as goods / services then yes, but why are you doing that for a class reunion collection?
You should use the friends / family option which is FREE unless you fund it with a CARD. If you use funds already in your paypal balance OR bank account then there is no charge.
Advice is voluntary.
