Why has Ppal charged a 2.9% fee for me to send money to my son's account when I've taken the money directly out of my bank account, rather than by using my credit card, when their policies indicate no fee will be charged?

As we don't have more details, it's just a guess, for example:  Does your son have a US PayPal account ?
