Accepting a credit card payment

Is there a way for me to accept a payment made to me from another person’s credit card? They do not have PayPal. $3k

Yes, enable PayPal account Option:

 

Business account:

Account Settings > Website Payments > Website Preferences > Update > PayPal account optional

 

Personal Account:

Account Settings > Seller Tools > Website Preferences > Update > PayPal account optional

 

then create and send a PayPal invoice or PayPal buy now button.
