I understand that when I sell goods and receive funds for them that PayPal takes the transaction fee as the funds are transferred to my account.
on multiple occasions I've had buyers send me the incorrect amount, or insufficient funds. in these cases PayPal takes the fee, and then subsequently the buyer refuses to pay the full amount and I'm left with the dilemma of issuing a partial refund to cover my loss on the transaction.
is there a way to recover PP fees if the transaction is cancelled between buyer and seller?
