Guys it is urgent and i need fast answer

I need to send 100 euros to a guy who will sell me an item.  He told me that the money will be on hold, so i can be sure  it is fully working and not damaged.

My question is:

How will I be able to refund my money (that will be on hold) if the item would be damaged, broken or scam?

Paypal does not do escrow, if the payment is on hold its to do with his account and paypal and nothing to do with you.

You need to read up on paypals buyer protection so you can risk assess your transaction and DO NOT pay via the friends / family route.

so this means that, even if the item came to me as broken or not working, my money will go to him?

YES, go read up on paypals buyer protection as i just told you to do so you know what to do and can risk assess your transactions.

I have read the buyer protection

And I think I will be protected. because it is the Graphic Card that I am buying.
