eBay transaction cancelled but PayPal withdrew funds from my personal checking for no reason

Had a $139 sale on eBay but customer quickly changed his mind.  eBay quickly sent me a message asking if I would cancel the transaction and I agreed.  I thought all was well, but somehow Paypal stuck its nose into the equation as my bank notified me that Paypal pulled $139 from my personal checking account.  I looked at my Paypal account and all that was shown was the in-out $139 transaction from eBay.  However, I see a balance of $134.57 when it was zero beforehand.  After some investigating and chatting with an arrogant Paypal rep, I learned that Paypal took its fee for the transaction with eBay.  It did not show up in my Paypal activity listing, but that's what happened.  The rep told me basically they were going to take the fee no matter whether the transaction with the eBay customer was cancelled or not.  I am furious and believe this to be in error, but the rep insisted I was wrong, and basically said "too bad".  This is not right, it's unfair, and I believe possibly illegal.  I really believe the timing of the cancellation between eBay and Amazon is the is the issue, but I want my refund and the $139 transferred back into my personal checking account by Paypal.

I haven’t read the terms of PayPal transactions recently but illegal in which way?  The sale was processed and fees were due. The refund money is still subject to fees for PayPal. 

I know it didn’t seem fair but PayPal was charged fees and recouped them from you.
