Why Paypal Charges 6% for International Transaction in Personal Account?

Just received a $5 Payment and Paypal deducted 6% + $0.05 Fees on it ($4.39). Why is it so? When Paypal is supposed to deduct 4.4% + $0.30 for Personal Accounts in India ($4.48)? Is it fraud?

FEES are in the user agreement for your country.
Legal bottom of paypal pages (right side) > user agreement > FEES.
Advice is voluntary.
