Unsolicitied email saying "account setup is now complete."

I already have a paypal account, and received an email from paypal saying

Your information has been verified

We were able to verify the information you provided, and your account setup is now complete.

Thanks for taking the time to verify your information and helping to keep your account secure.

This is quite alarming, I presume someone has setup a fake account and given my email address, or the email is an eloborate phishing scam.

However, as far as I can see the email did originate from paypal and the links in the email seem to be to paypal.

My email client blocks the download of images and the clicking of links in emails, so I have not clicked on any of the links

Just to close this as resolved...

I finally got a reply from Paypal today, which I have quoted below.

As I suspected they ran some sort of automated update which triggered their system to send the email they normally send to new customers.
Although this explains the problem, it really does not give me any confidence about Paypal's systems 😞

--------------------------------- Reply from Paypal , with my personal details redacted -------------------------

"Thank you for contacting us. We understand you received an email and would like to know if it's from PayPal. We apologize for any confusion or inconvenience caused. It's a valid email from PayPal. As a financial service provider, PayPal is obliged to verify the identity of its customers.

We recently updated the processes we use to verify our customers, and as a result you received an automated email notification. You don't have to take any action and you can continue to use your PayPal account as usual.

Feel free to reply whenever you're ready. When you reply, one of our available agents or myself will continue to help you."

@Lalunaserenity

When did you get the email. Mine is dated at 03:18 this morning. (not sure what timezone but I presume its Australian eastern)

I'd not be surprised if this is a mistake by Palpay, when running some internal update.

But its still concerning.

I've left a message with Palpal's  automated chat system.

I've asked for the problem to be referred to a human, but I'm not sure how long it will take for someone to respond.

I think its possible to phone them as well, but I'll see how things go with the chat system first, as I otherwise I could be on hold for ages on the phone

Good idea.

I'll change my password, however I don't think its likely to have been compromised as its a very long random thing.

Still no reply to my message to Palpal.

To be honest, I don't use the account that much anymore, and may now consider closing it as  security risk.
