Unable to upload picture

I'm trying to upload a picture to the seller in resolution centre. However, every time I submit this file of 0.1mb an error occurs stating that the image was unable to be uploaded due to something that went wrong on the side of the server/Paypal. Any help would be appreciated. This has happened over the last two days of me trying to upload a picture.

Unable to upload document to resolution center. Has to be png, jpg or pdf. I have tried all and will not upload. Shows a trash can. 

I ordered a gift and USPS said it was delivered but she did not get it. 

I have worked on this for 4 hours. Trying different ways to upload. Nothing works. $71 OUT THE WINDOW. Never had trouble like this since I joined eBay in 1998. Someone please help.
