How would a "sender" cancel an echeck they sent? I can not get an straight answer anywhere. I do not have an option to cancel on my end. He wants to cancel and send an instant payment. Thanks

If a payment is sent by eCheck and it is 'uncleared' it means that the payment is still processing. The seller/recipient/you has the option to cancel/refuse the eCheck but the money will still be deducted from sender's bank account, and will be returned to sender's PayPal balance when the processing days are completed.
But if both of ya'll can't cancel within the transaction, then the sender has to call their bank to stop it. For the sender to send an instant transfer, they'd have to link a card as well, as back up payment method to the bank payment.
