Sent Amount is Wrong! Why?

Your paypal fee is deducted from the buyers payment before the remainder is credited to your paypal balance.

Does PayPal deduct fee 2 times?

I had been sent 170 US dollars, after PayPal fee deduction I had 160.82 US dollars which is equivalent to 11,721.41 Indian rupees, but PayPal sent me 11,284.51!

Already I have withdrawn money from PayPal 2 times before, But I didn't notice this.
