Need to find out if there is a safe way to get money from someone so they wouldn't get it back with a dispute. Another words I consult on the phone and would ask the person to pay me with Paypal. There are no tangible goods exchanged just my time. Can that person reverse the transaction or not. Is there a safe way to do this on Paypal. Thank you so much in advance.
That depends on many factors all listed in Paypals seller protection policy for you to read so you can risk assess your transactions. Legal (bottom right of Paypals pages) > user agreement > seller protection.
