I received an email a couple of weeks ago stating that Paypal is no longer refunding fees from transactions when making refunds. Does this include eBay transactions? So if I sell something for £500 and the buyer sends it back and I make a refund, none of the original Paypal fees are refunded? Is that right? How can that be?

Hi @giorgiopin
Welcome to PayPal community.
If you refund a payment for goods or services, there are no fees to issue the refund, but the fees you originally paid as the seller are not returned to you. The amount of the refunded payment will be deducted from your PayPal account.
To learn more about transaction fees, click Fees at the bottom of any PayPal page.
I hope this information helps!
