Purchasing an item in Euros.

I’ve seen something I need on an Italian website (Subito) that costs 200 Euro. I will ask to receive a UPS tracking number immediately on payment.

Roughly how much will PayPal charge and is there any comeback if item does not arrive?

Currency conversion fee will depend on the funding source used.

As for buyer protection then you need to actually go and read up on what coverage it does and does not give you in paypals user agreement, then you can risk assess your own transactions.
