I see some relative posts, but have not seen an answer to my specific question.
I'm looking to buy a computer component from a seller. I understand that I can mark a payment as for Goods/Services to be covered by some of Paypal's protections.
My question is this: Is this possible if the seller only has a personal account? Or do they need a Paypal Business/Merchant account? The literature online says that seller protection is included for free with some transactions with a Business account, but is it available at all for two users with personal accounts?

As long as someone is selling goods or services then it makes no difference on account type.
You have buyer protection as long as you don't use the friends / family option OR a personal account paypal.me link UNLESS you mark it goods / services during the payment process.
However buyer protection is not a 100% coverall so your best bet is to read up on it so you can risk assess your transactions.
Advice is voluntary.
