PayPal does not name "animals" specifically but it is a "tangible item" or property that you purchase and so the same policies should apply as it would any other tangible item except otherwise excluded in the policies.

You can have it shipped (which is eligible for purchase protection for "Item Not Received" and/or "SNAD-Significantly not as described") or if you go and pick up the animal, you won't be covered for Item Not Received claims but covered for SNAD claims.
