Paypal denies record of conversation (Transcript). Is it ethical or legal ?

I am a merchant using Paypal Gateway. Paypal in recent days has allowed only one way to write to them, which is through 'the Paypal message center'. The response is also provided in the same message center only.
PROBLEM: The record of this conversation stays for only 90 days, which means you cannot see the conversation which happened before 90 days.
Even after raising the request.I received the following reply from Paypal-
'I had a word with the concerned team and the facility of sending the transcript has been stopped. We highly regret for the inconvenience caused to you in this regard. You can copy past the conversation on the word documents. Is there anything else I can help you with apart from this?"
The message center also displays the following message:
"Messages are available in the Message Centre for 90 days from the day originally sent. If you would like a copy of any messages prior to that timeframe, please contact us"
Then why does Paypal denies the transcript when requested? In an unfortunate event of a dispute, a merchant cannot gather enough proofs. It is highly dangerous situation.
