Paypal and Woocommerce: "Pay with a credit card" does not show

We are using paypal for a woocommerce shop. Mostly for credit card payments since many users do not have a paypal account. We noticed that sometimes the button "pay with credit card" does not appear in the popup from Paypal (s. screenshot). Any idea how we can solve that? It is an essential feature for us.
