PayPal Won't Let Me Set Up a Second Account for My Mother

My 83-year-old mother asked me to help her set up a Paypal account so she can get payments from her renters. When I attempt to set up a new account on her computer, Paypal recognizes my sister's previous login (she used mom's computer for a little while) and Paypal won't allow me to set up a new one, instead returning again and again to prompting me for my sister's login. Did this even after I purged that login from saved passwords. Attempted then to set up on MY computer and same result with Paypal refusing to let me open a different account for my mother because I already set one up for myself. I am all for security, but this is exceedingly FRUSTRATING.

Did you also clear out the PayPal cookies from the browser and the browser cache as well on your mom's computer? Also give a turn on/off or restart the wifi connection on the router/computer. Then try again.
