New Policies: how to decline the changes?

Payppal sent an email saying there are changes efective 1 September;  also said we can decline the changes and there is info in the policy. I have read it and can't find anything about that. How do we decline the changes?

If you don’t agree with these changes, you may close your account before September 3, 2019 and these changes will not apply to you.

Thanks so much.  It's a shame but yes, I'm going to close the account.  Too bad!  I'll miss Paypal.
