Locked out of my account

I reset my password today.  It asked me to confirm my phone number.  The phone number on my account was an old one and it wouldn't let me change the country code, so I clicked skip.  When I tried to get back into my account tonight, it only gives me the old phone number as a security check and it won't let me into the account using any other method.  I also can't access the resolution centre without a code from my phone.  I have an urgent payment that needs to go through and I can't get in.  Someone is going to get evicted tomorrow if I can't make this payment!!  I'm completely stuck.

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You should really withdraw any funds / resolve issues / remove cards and bank accounts before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.
