I have 2 PayPal accounts and I want to merge them. They are both active and if I try to add the other one it's says I can't claim money from this account because it's already linked to another user
You are only allowed x2 paypal accounts if x1 is personal and the other one is business.
You can't merge accounts, however you could 'close' x1 account and then it should free up that email address previously used with that closed paypal account to be added to your other paypal account as you can have up to 8 email addresses on the x1 paypal account and all can receive funds.
