Just been charged 5.5% fees instead of the usual why?

Just been charged 5.5% fees instead of the usual why? First time this has ever happened. The buyer lives in Germany. For £220 it should be about £8 fee got charged £11 ..... Why?

I have never been charged that amount before or again, but thanks and I am OK with it.
