I'm sorry to hear that you're getting that page. It looks like you're being prompted to change your password, perhaps? The link you posted is truncated, but the main part of the link is the PayPal domain. Is this coming up when you simply type PayPal.com in a browser, or are you following a shortcut or link somewhere to get to PayPal? Is the page that's loading when you visit the full link asking you to change your password?
