How can PayPal justify charging a fee of 5.9% on receiving a payment of £30 !?

As title, I honestly cant justify a fee of 5.9% on receiving a payment of £30 1.5% is considered high these days.

Fees are in paypals user agreement for your country.
Advice is voluntary.
