How can I set up a business type payment?

If I pay but never receive the items can I get a refund?  How would I prove it?

Id there a way to make tracking and item delivery confirmation required before the payment goes through

No seller is going to send an item before being paid are they  
As to how much protection you have it depends on 'many' factors all listed in Paypals buyer protection policy for you to read and then you can risk assess your own transactions.
