Is there a way for an individual under the age of 18 to create a PayPal account with a parent or guardian to cosign?

Paypal does not allow account holders under the age of 18.
PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.
As you would be unable to verify your account it would be locked for further use.
Minors can’t enter legal contracts so you won’t have any recourse to get your money back until you were 18 unless Paypal were happy to release it to a parent or guardian for you.
Consider what your goals are in the long-term so that you don’t back yourself into a corner.

That reply does  not answer the question regarding cosigning.  The question is a good one.  Does Paypal have an option for an account whereby a parent agrees to be the guarantor/obligor/whatever term you want, for assuming the liability for the under 18 child for whom they adult wishes to open an account?  Obviously, the easiest answer is just use your own account, but it would be nice and convenient to be able to either co-sign for my son or at least be able to create him as a user on my account.
