Getting Help From PayPal

Anybody know how to actually contact PayPal? I have an issue with my account that only they can fix, but all I can find is the AI Chat tool and this forum.

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.

I was able to get someone over chat. However, they just passed me around and didn't really want to answer my question. Instead they changed the topic to a side issue they required me to fix and told me to contact them (which I was in that chat help). They promised to transfer me to the appropriate person but essentially just ignored me as nobody came on or replied for >20 minutes. Person helping me was named Marissa.
