Funds withheld in a money pool for a YEAR with NO explanation

Hi everyone,
Last year (November 2019) I raised money in a money pool using PayPal. There were no issues at first but soon enough my account was permanently limited and I was told my funds would be withheld from me for 6 months. I was given no explanation and thought this must be a scam. I called customer service, thinking it was a mistake but was treated with absolute disrespect. No explanation as to why my money was being withheld from me and why I was being removed from PayPal was given. The claim was that I was engaging in "high risk" behavior... All I was doing was raising money, so I assume PayPal's algorithm labels this as "fraudulent"??? Anyways, so I waited for 6 months patiently and didn't hear back about my funds until I contacted them. At this point I am beyond frustrated but am glad to finally have access to my money again. The problem now however is that my money is held in a money pool (with which I was fundraising in Nov 2019) and when I try to transfer this to my account balance I get an error message "There was an error transferring money". I have been trying for the past 3 months to get ahold of PayPal and get access to my money again. I am beyond frustrated with how this company has treated me, a customer who has done no wrong and was never engaging in any fraudulent or "high risk" activity. I'm sure PayPal didn't mean harm and that this is an algorithm glitch, but it is NO excuse to having my funds withheld from me for the past 11 months (and who knows what PayPal has done with my funds). I really don't care to re-open a PayPal account ever again so I am NOT trying to dispute anything.... I simply don't have the capacity for that anymore. I SIMPLY seek to get access to my funds in my money pool ASAP. I think the system has prevented me from transferring the money due to my "permanently limited" status. Again, it's an algorithm glitch I'm sure. Please advise me on what I should do... I've tried customer support... no luck.

If you have been told your Paypal account has been permanently limited then Paypal holds any funds for 180 days as that is the same time frame that buyers have to open paypal disputes.
If no disputes are opened against you in 180 days then 'normally' you are allowed to withdraw the funds as long as you are over 18, the account is in your legal name and registered in the country where you reside.
Sometimes they confiscate funds under this policy.

Paypal also may request further documentation from you before you can withdraw those funds.
Your best bet is to wait until the phones are back up and running and then phone customer services so that you can speak to an agent.
Then they can help advise on how you can withdraw the funds if and when you are allowed to do so.
Advice is voluntary.
