I have a person who is unknown to me asking for me to send him my "PayPal link and [my] PayPal email address"? I told him that he would have to provide an email in order for me to facilitate a payment request. He further said "I'm using business account. I won't be able send out my email." This was all by text. Is there another way to send a "PayPal link" in order to facilitate payment or is this guy a fraud?

Sounds like a scam, of course he can send you a link when he has a business account, that is how business accounts send invoices or money requests etc.
HOWEVER scammers want you to send them your email address or a money request so that they can send you FAKE paypal emails using that email address and money requests that show as a request but not PAYMENT and the fake email address says they have paid when they have not.
Advice is voluntary.
