Why are fees all of a sudden deducted when someone sends me money. They sent 660 I got 640.

If you are accepting payments for goods/services then you always pay a fee.
The only time you don't is if its a gift of money via the friends/family option BUT its against paypal rules to use that option for sales and if you do you risk your account being permanently limited.
Advice is voluntary.
