Why have I paid a fee on a refund I received?

If you paid a fee then the seller did not send a refund but a payment.

Hi thanks for this. Just had this discussion with PayPal and I have emailed the seller as they should have issued a refund instead of making a payment. Let’s hope it gets sorted as it was seller who cancelled order and now I am out of pocket
