Fees when receiving money

I'm a landlord, and some payments I received from tenants had 2.9% (plus $030) fee deducted, while most did not. Why the discrepancy?

Because some people will send the payment as goods and services and some send as friends and family payment. But any abuse of the friends and family payment option to deliberately avoid PayPal fees is against PayPal user agreement and can be disabled on your account by PayPal. Fee avoidance makes fees expensive for everyone one eventually.
