Why was I charged a fee for receiving money? Is not the one who sends it should be charged?!

Buyer or donator never charged fees.
The receiver or seller will.
Personal payments charged by sender.
And cross-border fee applies. If sender's and receiver's PayPal accounts registered in different countries.
