Fees are not credited after I refund a transaction related to eBay sale

Hello.

I made a few refunds the last period regarding eBay sales and I noticed that the PayPal fees related to the specific transactions refunded are not returned back to me. On previous refunds the PayPal fees I had paid were returned. Is anything changed?

Yep.

Paypal no longer returns the fee you were charged when your buyer paid as part of any refund that you issue.
Paypal processes your buyers original payment and then the refund for you, the fee is for providing that service.
