Does PayPal provide any detection mechanism about monitoring abnormal payout transactions?

Hi,

 

Just wondering does PayPal provide any detection mechanism about monitoring abnormal payout transactions from api call, e.g,  frequent payout to some certain account, then  suspend them for further review?
