Clarification on the countries for which the reduced fee for Euro payments applies

In the fees specification (September 2018) it is stated that an internal payment in Euros (or Swedish Kr) to/from an account in the EU (+ Norway, Iceland and Lichtenstein) is charged at 2.49% + 0.35c. Does this also apply to Jersey, Guernsey, Isle of Man, French dependencies, San Marino, Monaco, Gibraltar? Or does that depend on whether it is goods or services (i.e goods yes, services no)? The rules seem pretty vague on this.
